The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

On Corruption in Commonwealth Games' Organisation

The reported payment of big sums of money by the Commonwealth Games Organising Committee to an obscure British based company seems to be a case of high level corruption. The Organising Committee is reported to have paid around Rs. 1.68 crore (2,47,467 pound) to a company, A. M. Films. It is further alleged that this company is receiving 25,000 pounds every month. More than Rs. 3 crore has so far been paid to this company. The British government has already pointed out various irregularities in the contract with the company.

It is imperative that the Central Government immediately order a high level investigation into this contract and the transactions undertaken. It is shocking that such large-scale misuse of public funds has taken place in the name of the Commonwealth Games. The government must act expeditiously and those found guilty must be brought to book.

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

Shri Somnath Chatterjee has made a number of false assertions in his forthcoming book, excerpts of which have been published in the media. It is totally wrong to say that five members of the Polit Bureau decided to expel him the day after the trust vote session of the Lok Sabha was held.

The decision to take disciplinary action against Somnath Chatterjee was taken at a full Polit Bureau meeting held on July 19, 2008. The Polit Bureau decided to convey to Somnath Chatterjee once more, the decision that he should forthwith resign from the Speakership and not preside over the Lok Sabha session on the trust vote. The Polit Bureau concluded that if he refused to do so he should be expelled from the Party as it would amount to helping the Congress-led government. The Central Committee of the Party which met on July 20 was apprised of the situation and it authorized the Polit Bureau to take disciplinary action against Somnath Chatterjee if he violated the decision.

Somnath Chatterjee had earlier in a letter to the Party dated July 9, 2008 agreed to abide by the decision of the Party and resign from the post of Speakership. He later backed out from this commitment to abide by the Party decision.

It is unfortunate that Chatterjee has sought to draw Comrade Jyoti Basu's name into this matter when he is no more.

All the other views expressed by him are just post-facto justifications of a person who defected to the ruling establishment.

Press Communiqué

The Central Committee of the Communist Party of India (Marxist) met in New Delhi from July 21 to 23, 2010. It has issued the following statement:

Homage

The Central Committee paid homage to the forty four members and supporters of the Party who were killed by the Maoists and the TMC led combine in West Bengal since the last Central Committee meeting held in May this year. The Central Committee conveys its heartfelt condolences to the families of all the comrades who were killed.

The Central Committee expressed its deep grief at the death of sixty passengers who died in the collision between two trains at Sainthia railway station in West Bengal. The Central Committee conveys its heartfelt sympathy to the families of all those who were killed and injured.

Petroleum Price Hike

The Central Committee hailed the success of the July 5 countrywide hartal against the steep rise in prices of petrol, diesel, kerosene and cooking gas. The Central Committee demanded that the UPA government rescind these increases and call off the deregulation of petrol pricing.

In the forthcoming parliament session, the Left parties will strongly raise this demand.

Kashmir Situation

The Central Committee heard a report on the serious situation prevailing in the Kashmir valley. Since June there have been a number of incidents involving clashes between stone throwing young men and the police forces. Seventeen young men have lost their lives in this period.

The Central Committee noted that the all-Party meeting had called for a credible enquiry into the circumstances which had led to the death of civilians in the recent period. But the process for such an enquiry has still not started. The security forces have to exercise restraint in the face of the protests. The Central Committee appealed to the young people not to go in for a confrontation with the security forces.

It is highly unfortunate that the Central Government has not taken any worthwhile step to initiate a political dialogue with all sections in the valley.

The Central Committee wants a parliamentary delegation to visit Kashmir immediately and hear the views of all concerned.

Terrorist Activities

Consequent to the arrest of three persons for the Ajmer Sharief dargah blast in 2007, it has been established that there are extremist Hindutva elements involved in terror activities. The Malegaon, the Ajmer Sharief and Mecca Masjid blasts have been traced to these elements. The interrogation of certain RSS functionaries by the CBI points to a wider network. It is imperative that all the links of such a network be uncovered and firm action taken against them.

The Central Committee expressed its serious concern at the activities of the extremist organisation, the Popular Front of India in Kerala and other southern states. The incident of the chopping off of the hand of a lecturer in Ernakulam district and the subsequent searches have unearthed the storage of bomb making material and other weapons.

There is an interconnection between communalism and the spawning of such terrorist activities. The CPI(M) will conduct a campaign against both Hindu and Muslim extremism and all forms of terrorism.

Gujarat Investigations

On the directions of the Supreme Court the CBI has been enquiring into the police killing of Sohrabuddin Sheikh and his wife in a false encounter in Gujarat. The investigation has led to evidence involving the role of the Minister of State for Home, Amit Shah. Given the history of connivance of the Gujarat state government in the communal pogroms, this investigation should be pursued seriously.

FDI In Retail

The Ministry of Commerce has issued a discussion paper proposing the opening of multi-brand retail trade to FDI without any limit. This is the first step towards allowing multinational companies into the general retail trade in India. The earlier UPA government had allowed FDI in single brand retail.

The CPI(M) had brought out a comprehensive policy document on the implications of the entry of FDI in retail trade and the necessity for strict regulation of organised retail trade by Indian corporates.

The Central Committee decided to mobilise public opinion against the entry of FDI in retail trade.

Parliament Session

a.. The Central Committee demanded that the Civil Nuclear Liability Bill be not proceeded with in parliament. The Bill does not protect the interests of the Indian people nor assure their lives and safety.
a.. The Central Committee called upon the Government to bring Women's reservation Bill in the Lok Sabha for adoption.
b.. The Central Committee wanted the government to place its response to the recommendations of the Ranganath Mishra Commission Report on reservation for minorities in education and jobs.

September 7 Strike

The Central Committee extended its full support to the call of the nine central trade unions for an industrial strike on September 7 on a five point charter of demands. These include steps to curb price rise, end to disinvestment in public sector and implementation of labour laws.

Extended Central Committee Meeting

The Central Committee discussed and adopted the Draft Political Resolution and Review Report which will be placed before the Extended Meeting of the Central Committee to be held in Vijayawada from August 7 to 10, 2010. The Extended Meeting will adopt the political tactical line of the Party for the current situation.

Some of the current tasks set out in the Draft Political Resolution are:

Ø The key task is to fight against the whole gamut of neo-liberal policies which are affecting the lives of the people in all spheres. These policies fuelled by imperialist globalisation are enriching the rich further and transferring resources to the corporates and big business. They are detrimental to interests of the working people. The Congress-led UPA government has pursued these policies for the past six years since coming into office in 2004.

Ø The fight against the neo-liberal policies means taking up the struggle at two levels. One at the level of policies of the Central and concerned state governments and second by taking up the various issues of the people who are affected by these policies concerning their livelihood, public distribution system, land, job security, fair wages, access to health care, education and basic services. The Party and the mass organizations have to conduct sustained struggles on local issues and also launch state-wide movements on people's issues. At the all India level and states level movements against the neo-liberal policies should be launched.

Ø Communal politics continues to pose a danger as it is seeking an opportunity to push forward the communal agenda. The RSS and its political wing, the BJP, represent the main vehicle for majority communalism and the Hindutva ideology. Though the BJP suffered electoral setbacks, there is no let up on communal activities. In the coming days the struggle against communalism and the Hindutva based activities needs to be carried on. At the same time, the Party should be vigilant to counter minority communalism and extremism.

Ø The UPA government is working to strengthen the strategic alliance with the USA at all levels including military collaboration. This alliance influences domestic policies and is the main detriment to an independent foreign policy. The Party has to step up the opposition to the Indo-US strategic alliance and its various manifestations. It should rally all the patriotic, democratic sections against this tie-up with the US and mobilize people for the pursuit of an independent foreign policy and against imperialist intervention around the world.

Ø The Party should oppose the Congress, the prime mover of the neo-liberal policies of the UPA government, which represents the interests of the big bourgeoisie and favours a pro-US foreign policy.

Ø The BJP does not only practice communal politics, it is a rightwing party which advocates neo-liberal policies. The Party will politically fight the BJP and adopt tactics to rally the secular forces to isolate it.

Ø The CPI(M) will seek the cooperation of those non-Congress secular parties who are willing to come together to take up peoples issues, defend secularism and oppose erosion of national sovereignty both within parliament and outside. Wherever needed, there may be electoral understanding with such parties.

Ø The Party will lay stress on its independent role and activities. The Party will put forward before the people the alternative policies of the Left. The Party will work to strengthen Left unity and to consolidate the forces of the Left while waging a determined struggle against the disruptive activities of the Maoists.

Ø The entire Party will work to rally the people and the democratic forces to defend the CPI(M) and the Left in West Bengal, to help fight back the violent attacks and to overcome the adverse situation.

Kashmir: Security Forces should Exercise Restraint

The Polit Bureau condemns the senseless killing of a young man in Baramulla yesterday by the security forces. The tragic death of a child by drowning a day earlier in suspicious circumstances had triggered off the fresh round of protests when the police fired leading to the killing of a young man. Only a few days earlier, the all party meeting had called for restraint on the side of the security forces. It is most unfortunate that instead of exercising restraint in this highly emotionally charged atmosphere, such killings as that in Baramulla continue.

The all party meeting had also called for a credible inquiry into the circumstances which has led to the deaths of civilians in the recent days. But the process for such an inquiry has still not started. At the same time there are disturbing reports of young people being harassed by security forces in different places. This must stop.

The CPI(M) calls on the Government to stop its excessive reliance on administrative measures. The Central Government must initiate a dialogue with all organizations representing all shades of opinion. The political process of dialogue must start without delay.

On Sainthia Rail Accident

The Polit Bureau expresses its shock and sorrow at the terrible railway accident due to the collision of two trains in Sainthia railway station leading to the tragic death of at least 60 persons. It conveys its deep condolences to the families of those killed and sympathy to those injured.

The number of rail accidents has been unprecedented in the last one year. Maintenance of equipment and safety measures are being neglected in the railways. One lakh jobs in safety related jobs remain vacant. The government cannot keep quiet about the present state of affairs in the railways.

Karnataka : Take Action on Illegal Mining

The statement by Karnataka Chief Minister Yeddyurappa that the Reddy brothers of Bellary are not involved in any illegal mining is shocking and unacceptable. He has further said that there is no need for the two ministers to step down, refusing to acknowledge the illegal mining activities of these ministers.

The Polit Bureau of the CPI(M) demands that the illegal mining activities and export of iron ore from Karnataka be handed over to the CBI for investigation. The two ministers who are directly involved in the mining affairs should step down immediately.

In cases where illegal mining activities are established, those mines should be nationalized. The Central government should stop the export of iron ore till a review is conducted of the present mining and minerals policy.

A day after your initiative in calling a meeting of Chief Ministers of Maoist Affected States comes fresh evidence of the direct contacts and support to the Maoists by leaders of a party which is part of the ruling alliance and also represented in the Central Cabinet. I enclose a copy of the front page report published in Mail Today on July 16, which gives details of the links between an elected MP of the Trinamool Congress and the Maoists in the Nandigram area of West Bengal including the supply of arms and ammunition to the Maoists.

My Party has written to you with evidence of these links on an earlier occasion also. In view of the fresh disclosures, I hope the Central Government will show the political will to take appropriate action in the national interest.

Investigate True Nature of Terrorist Activities

The interrogation of some responsible RSS functionaries in Uttar Pradesh on their links with Hindutva terror groups is a serious development. Hindutva terror groups are suspected to be behind the bomb blasts targeting the minority community in at least three incidents in which innocent people were killed These are the blasts in Malegaon, Ajmer Sharif and Mecca Masjid in Hyderabad. That RSS pracharaks are suspected to be linked to such elements cannot be put down to individual aberrations but it is precisely the hatred filled irrational propaganda and inculcation of rabid anti-minorityism by the RSS which is responsible.

The Congress led UPA has been tardy in investigating these links which have been raised in different fora repeatedly. In 2006, in the context of the Nanded bomb blasts and the blast at the RSS office in Coimbatore, which it was later found that RSS workers themselves had engineered, demands had been raised in parliament by the CPI(M) for a comprehensive inquiry to probe whether there was a wider network in operation. The Government did not act. At least now, it must pursue the cases on a fast track without compromise so that the true nature of these terrorist activities are revealed.

In response to the decision of the Central Government to refer the issue of "honour crimes" to a GoM, Brinda Karat, MP and Member of Polit Bureau of the CPI(M) had written the following letter to the Prime Minister on July 9, 2010. We are releasing the text of the letter for publication.

For CPI(M) Central Committee office

Dear Dr. Manmohan Singh ji,

I am writing to you in connection with the decision of the Government to refer the issue of legislation for "honour crimes" to a Group of Ministers. Such a decision will undoubtedly further delay the entire process. It is a great disappointment to all democratic minded citizens in this country who are appalled at the retrograde assaults and violent action against young adults who assert their constitutionally and legally protected rights for self choice marriage/ relationships. They had expected the Central Government not to procrastinate any further and to take steps to ensure an adequate legal framework to address this increasing crime and to bring some relief to affected couples. The country is not unaware that in some of the States where this particular type of crime is taking place, there are political considerations at work to downplay the magnitude of the crime. There is an attempt by those in office in at least one of the States where such crimes have occurred to defend the highly retrograde actions of self-styled caste panchayats in the name of tradition. You will agree that to put vote bank politics over the requirements of those in office to uphold the rights granted by the constitution is abhorrent. Yet this is being done. Delays on the part of the Central Government to decide on a firm course of action in setting up a legal framework strengthens the perception that it is caused by the pressure of vote bank politics.

I would like to draw your attention to the short duration discussion on the issue of "Crimes related to 'honour' " in the Rajya Sabha almost exactly a year ago, on July 28th, 2009 which I had raised. Parties cutting across political lines had supported the suggestion that there should be a separate law to deal with the range of so-called honour crimes. There are many dimensions to these crimes including the absence of a definition of the 'honour" crime, the role of caste panchayats, the role of the girl's family because of which often there is no complainant in the case of the disappearance of the girl when she has actually been murdered which necessitates the mandatory role of State intervention, monitoring and investigation, the role of the law enforcement agencies acting in connivance with the perpetrators of the crime and so on. The crime includes murder but also many other crimes such as social and economic boycott, coercive dissolution of the marriage, leveling of fines on the family of the boy and their supporters, externment from the village, public humiliation, threats and harassment against relatives of the boy etc.

Unfortunately the Union Home Minister who is clearly unaware of the logic, the reasons and the struggle of women's organizations for such a legislation stated 'I think the demand for a special law is the one that has been made most eloquently. But I am afraid that it is a very simple demand in the sense that make a law, but the answer is not to make another law. Whatever law we make honour killing is murder.I would look into this whether we can define honour killing, but prima facie I am not sure whether that will take us very far."

It is this flawed understanding of those charged with addressing the crime which is responsible for the misconceived piecemeal attempts for a legal framework that we see today. For a whole year after the issue was raised in Parliament, the requisite legal initiatives were not taken. On the contrary, other suggestions made in the course of the debate such as simplification of the Special Marriages Act and changes in the Evidence Act which were to be complementary to the enactment of a separate law are suggested as the main legal framework. This is now to be the basis for discussions with State Governments and the GOM. This will not be at all helpful. Women's organizations as for example the All India Democratic Women's Association have already worked on such a comprehensive law which the Government may consider.

I request you to do justice to young couples who are victims of anti-democratic and casteist notions and beliefs which are strengthened by the absence of a comprehensive law to address the crimes they face in the name of honour.

What is required is a firm decision by the Government for a separate law, the draft of which may be placed in Parliament in the coming session.

July 5 Hartal: Unprecedented Success

The all India hartal to protest against the steep increase in the prices of petroleum products has been an unprecedented success. Despite detention and arrests of thousands of protesters, there was a bandh like situation in all parts of the country with shops, business establishments, transport and educational institutions being closed. Left leaders, A.B. Bardhan, D Raja and Brinda Karat were arrested for picketing in Delhi. This has been the most widespread protest action in the country in recent years.

The Left parties congratulate the people and the tens of thousands of activists who have made the hartal a complete success. By this action the people have expressed their anger and strong opposition to the anti-people policies of inflicting successive burdens on the people through price hikes of petroleum products.

The Left parties in consultation with secular opposition parties will chalk out plans for further intensifying the movement against price rise to compel the government to reverse these harmful steps.

The Polit Bureau of the Communist Party of India (Marxist) met in New Delhi on July 3 and 4, 2010. It has issued the following statement:

Against Price Rise

The Polit Bureau strongly condemns the refusal of the UPA government to reconsider the decision to increase the prices of petrol, diesel, kerosene and cooking gas and the steps being taken to deregulate the prices of petrol and diesel.

By these steps, the Congress-led government is directly responsible for the spiraling price rise of food items and essential commodities. The deregulation of prices are meant to help the private oil companies and put the people at the mercy of a market-controlled by the oil MNCs and the domestic corporates.

July 5 Hartal

The Polit Bureau appealed to all sections of the people to join the all India hartal on July 5 and make it a big success. This powerful all India protest action should serve as a warning to the government not to heap burdens on the people and to withdraw the price hike measures.

Campaign for Food Security

The Polit Bureau endorsed the decision of the Left parties convention held on July 1 to conduct an extensive campaign in the month of August on the demands for a comprehensive food security legislation which will provided for 35 kg of foodgrains to every family at Rs. 2 per kilo; making the public distribution system universal; and distributing the food stocks accumulated in the godowns to feed the people. State units will organise this campaign through padayatras, jathas and rallies.

"Honour" Killings

The Polit Bureau expressed its deep concern at the continuing phenomenon of "honour" killings. The caste khap panchayats are issuing illegal diktats against young couples who marry outside their narrow caste norms, which results in their brutal and inhuman killings. The statement by the Haryana Chief Minister and some Congress MPs defending the khap panchayats are providing sustenance to such illegal and violent activities.

The Polit Bureau demands firm action against those who issue such illegal decisions and resort to intimidation, threats and violence. The government should immediately bring forth a comprehensive law against "honour" killings.

Attacks in West Bengal

The Polit Bureau denounced the continuing violence and attacks against the CPI(M) workers and supporters in West Bengal by the TMC combine. The Maoist involvement in the derailing of the Gyaneswar Express resulting in the deaths of 149 passengers has been established. They are desperately trying to eliminate CPI(M) cadres and terrorise supporters in the Jangal Mahal area. The true nature of the Maoists has been fully exposed by these heinous activities.

The Polit Bureau calls upon all democratic and progressive circles to condemn this degenerate and perverse activities of the Maoists. The Polit Bureau calls upon all its units to step up the campaign in solidarity with the CPI(M) and the Left Front in West Bengal.

Central Committee Meeting

The Polit Bureau finalized the draft of the political resolution for the extended Central Committee meeting to be held in August. This draft along with the review of the implementation of the political-tactical line will be placed before the next Central Committee meeting to be held on July 21-23, 2010.
