The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

The CPI(M) expresses it deep concern at the unprecedented disaster created by the huge floods in Bihar, leading to the displacement of lakhs of families and a big loss of lives, yet to be fully assessed. The suffering of the people deprived of homes and a livelihood, driven to the edge of human endurance requires a national effort in help and solidarity.

To express solidarity with the victims of this enormous tragedy, the CPI(M) has given a call to all its units, the entire membership to mobilize financial and material help for the suffering people. It also appeals to all citizens to donate generously for relief and rehabilitation for the people of Bihar.

The Central Government has announced a package for Bihar and officially termed it as a national calamity. There must be a singleness of purpose to provide relief without indulging in a blame game. At the appropriate time a considered view must be taken on the maintenance of the Kosi embankments in Nepal, the breach of which has led to the present floods and the change of the course of the river.

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

The Polit Bureau of the CPI(M) strongly disapproves the Cabinet decision not to call the monsoon session of the Parliament which should have convened on August 11. Instead, the Parliament is convening on October 17 to November 20. This means that there will not be any winter session either. The UPA government is, thus, abdicating its accountability to the Parliament especially when serious developments like the disturbances in the state of Jammu & Kashmir, Orissa etc are taking place.

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

The Polit Bureau of the CPI(M) strongly condemns the inhuman attack on a church-run children's orphanage at Phutpali in Orissa by sangh parivar criminals in which a young woman student who was looking after the children was burnt alive. It is a reflection of the fascistic mindset of these organizations that they could attack a place housing innocent unprotected children. In other incidents of violence unleashed by front organizations of the RSS, another member of the Christian community was burnt alive while houses and places of worship across Orissa are being attacked. Several have been injured. The human targets mainly belong to poor tribals and scheduled caste Christian communities living in the most deprived regions of the state. All this is supposedly in retaliation to the killing of VHP leader Swami Laxmananda and four of his supporters reportedly by Maoists. While the killing is condemnable and action must be taken to identify and punish those responsible, it is shocking that the sangh parivar should use this as an opportunity to further its violent agenda of attacking the minority communities.

The communalists have been emboldened because of the support being extended by the BJP, a coalition partner in the Orissa Government. The CPI(M) demands immediate action by the State Government to take measures to stop the attacks, arrest those responsible for the violence and ensure protection of the Christian community in the State.

NSG Waiver: Another Surrender In The Offing

The Draft submitted by the US seeking a waiver on sanctions on nuclear trade for India from the Nuclear Suppliers Group (NSG) and the subsequent discussions makes clear that the Hyde Act conditions will be built into this waiver. The draft itself has suggested imposition of several implicit conditions on India like the extension of the voluntary moratorium on nuclear tests to a multilateral undertaking, acceptance of any future changes in NSG Guidelines without having any say at the NSG, agreeing to Additional Protocols in IAEA, embedding the 123 and other agreements in the waiver and constraints on enrichment and reprocessing as well as other dual use technologies by referring to various sections of the Guidelines. All of these were to ensure that the NSG waiver conformed to the Hyde Act conditions. Some of the NSG members have now asked for these conditions to be spelt out explicitly.

Whatever wording the US will make in a revised draft, as in the case of the 123 agreement and the IAEA safeguards agreement, the NSG waiver too will be in conformity with the unacceptable conditionalities of the Hyde Act. The whole attempt is to see that a text of the waiver is so drafted that will allow the Indian government to claim that it has virtually got a clean waiver.

The country has to be warned that the Manmohan Singh government after binding itself fully to the Bush administration on the nuclear deal, will now go forward to further compromise India's interests.

LAND REFORM CONTINUES IN WEST BENGAL

New data show that, even over the last three years, the extent of land acquired by the State Government for industrial and infrastructural purposes was a fraction of the agricultural land distributed under land reform.

The primary point of distinction between Left-led and all other State Governments in India is that, on coming to power, every Left-led Government has confronted the agrarian question directly. Land reform has been integral to the policy of the Left in government from the outset.

The importance of agrarian issues in the programme of Left Governments is illustrated by the speed with which these Governments have turned their attention to land reform. The first Communist government in India, led by E. M. S. Namboodiripad, was sworn in on April 5, 1957; the Government's first Ordinance on land reform was promulgated on April 11, just six days after the Government was formed. In West Bengal, too, land reform has been and remains a foundational feature of the power of the Left, and was perhaps the earliest item on the administrative agenda of the Left Front.

New data presented by the Minister for Land Reforms in the West Bengal Legislative Assembly indicate how significant a contribution West Bengal has made to India's aggregate land reform effort.

Net area sown in West Bengal as a proportion of net area sown in India was, according to the Union Ministry of Agriculture, 3.9 per cent in 2003-04. At the same time, as Table 1 shows, the extent of agricultural land distributed under land reform in West Bengal as a proportion of land distributed in the country as a whole is 22.6 per cent. Of the total number of gainers from land distribution programmes in the country, more than half -- a full 54.5 per cent - are from West Bengal.

The absolute numbers give us an idea of the sweep of land reform. As a rough measure, the aggregate, as on February 15, 2008, of the total number of recipients of agricultural land under land reform (2,971,857), the number of recorded bargadars (1,510,657) and the number of recipients of homestead land (557,151), is 5,039,665 beneficiaries. (As an indicator of the obstacles to land reform, it is worth noting that 179,878 acres cannot be distributed because they are under legal injunction.)

The current data (that is, as on March 15, 2008) show that, among the recipients of agricultural land under land reform, the proportion of Scheduled Caste and Scheduled Tribe recipients (55 per cent) was significantly higher than the proportion of Scheduled Castes and Tribes in West Bengal's population (which was 28.1 per cent).

Another interesting feature of the data is that, as on February 15, 2008, the number of new joint pattadars (that is, persons who had received new joint title deeds to agricultural land under land reform) was 581,000, and the number of new women pattadars was 159,400. Assuming that half the new joint patta holders were women, a total of 449,900, or about 4 lakh and a half, women received title deeds to agricultural land under land reform. I have no comparative data for other States on this matter, but the number indicates a noteworthy response to a long-standing demand of the women's movement (although it still falls far short of creating conditions of equality in this regard).

A myth of "reversal"

Despite this achievement, there has been recent criticism, particularly since late 2006, that the Left Front government, in pursuit of its policy of industrialisation and industrial modernisation, has actually reversed its land reform programme. On the face of it, this allegation seems somewhat implausible: what could be the motive for a Government to be so obviously self-destructive (or, in Jyoti Basu's blunt formulation, "We are not out of our mind that we would destroy our agriculture.")?

Current data show the allegation also to be untrue.

Table 2 shows that, in each of the last three years, the extent of land acquired by the State Government for industrial and infrastructural purposes was a fraction of the agricultural land distributed under land reform (and this does not even include the extent of homestead land distributed). Even in 2006-07, when acquisitions peaked, the extent acquired was 4135 acres, and the extent distributed under land reform was 10,848 acres; in other words, in that year, the extent of agricultural land distributed under the land reform programme was no less than 2.62 times the extent acquired for industry and infrastructure.

Although it is true that more land was distributed in the first two decades of Left Front rule than at present, the fact remains that even today, with a narrower base of land available for redistribution, the extent distributed is much greater than the extent acquired.

The freedom of the Government to implement land reform in West Bengal has been hemmed in historically by the constraints imposed by the Constitution and obstructed by counter-land-reform action and endless litigation. Nevertheless, the data show unequivocally not only that land reform swept the countryside in the late 1970s and 1980s, but also that the process of land distribution continues in rural West Bengal today.

[Marxistindia] Against the Malabar Exercises

Against the Malabar Exercises

The next round of the Indo-US joint military exercises - the Malabar naval exercises - is going to be held in October, 2008. The Polit Bureau of the CPI(M) strongly opposes this joint exercise which will see American nuclear weapon ships joining the exercises on the West Coast. The USS Ronald Reagan, which leads the US naval contingent, is a nuclear weapon-equipped aircraft carrier.

The Manmohan Singh government should not allow any nuclear-equipped US ships into our ports or territorial waters. Earlier, the Congress-led government had allowed the USS Nimitz, which is also a nuclear weapon ship, to dock at Chennai. Such military exercises are part of the growing military collaboration with the US which is resorting to aggressive military operations in Afghanistan, Iraq and now targeting Iran.

Since it signed the Defence Framework Agreement with the United States, the Manmohan Singh government is working to integrate India's armed forces with that of the United States.

The CPI(M), alongwith the Left parties and other democratic forces, will organise big protests against the Malabar exercises when it is held in October.

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

On Jammu & Kashmir Situation

The Polit Bureau of the CPI(M) expresses its deep concern at the ongoing grave situation in the state of Jammu & Kashmir. In the interests of the country, it is imperative that the Central government take immediate initiatives to restore peace and normalcy in the state through a process of dialogue that needs to be started with both sides, first separately and then jointly, to work out an acceptable solution.

While these talks proceed, both the sides must suspend all calls for agitation and protest. The Central government must ensure that the traffic on the Jammu-Srinagar National Highway continues to operate smoothly. No disruption or blockade can be permitted. The possibilities of opening up trade routes between Srinagar-Muzaffarabad, Jammu-Sialkot and Poonch-Rawalkote must be immediately pursued. The compensation offered by the Central government to the families who lost their lives in the current disturbances and those who have suffered injuries must be immediately given. Those who suffered losses due to the economic blockade must also be adequately compensated.

The dispute over the land allocated for the facilities to be provided to the Amarnath yatris, should be amicably settled through dialogue.

The Polit Bureau of the CPI(M) appeals to the people of Jammu & Kashmir to exercise utmost restraint and not fall prey to the provocation of the communal forces in Jammu or the extremist forces in the valley. The RSS/BJP's decision to make this into an all-India issue is bound to generate further tensions and is aimed at sharpening communal polarization for their petty political/electoral interests.

The Polit Bureau of the CPI(M) calls upon the UPA government to take action immediately on these lines.

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

Neoliberal Policies Responsible for High Inflation

The Wholesale Price Index has hit a thirteen-year high of 12.44%. Even this high rate does not reflect the actual burden on consumers in the continuing increase in retail prices of essential commodities. The CPI (M) expresses grave concern over this high inflation and the utter failure of the UPA Government to provide any relief. Compared to 2004, the retail price of wheat has gone up by over 60%, that of rice and pulses by nearly 50% and edible oil by over 40%. The higher procurement of wheat this year has had no impact on the wheat price in the open market.

In this context, the Prime Minister's comments on price rise and inflation in his Independence Day address adds salt to the wounds. He has cited the rise in international prices of food and fuel and claimed that the UPA Government has worked hard to ensure that inflation in India is not as high as in many other countries. While there are some developing countries like Venezuela, Egypt, Russia and Pakistan where very high inflation prevails, there are several other developing countries like China, South Korea, Brazil and Mexico where the inflation rate is lower than that of India. The Government can ill afford to seek solace in relatively higher inflation figures of some other developing countries.

The UPA Government has failed on its crucial commitment made in the NCMP to universalise the Public Distribution System. Instead it has chosen to slash foodgrains allocation to the States from the Central pool, causing difficulties for the State Governments. Doing away with the failed system of Targeted PDS and an expansion of an universalized PDS would have gone a long way in providing some relief to the working people, who are reeling under relentless price rise of essential commodities. Moreover, the prices of petrol and diesel have been increased seven times during the tenure of the UPA Government, which have also contributed to high inflation. The alternative proposals to cut excise duties on petro products have been largely ignored.

The CPI (M) reiterates its demands the restoration of the foodgrains allocation to the States and increase in food subsidy to ensure universalisation of the PDS; ban on futures trading in essential commodities including sugar; and cuts in the central excise duties in petrol and diesel to bring down fuel prices. Instead of adopting such measures to provide relief to the common people, the UPA Government seems hell bent on pushing through the same neoliberal policies, which are responsible for the inflationary crisis being witnessed today.

The urgent need of the hour is to suspend the agitation in both Jammu and the Kashmir valley and to resolve the issues through discussion and dialogue. The CPI(M) calls on all concerned parties to desist from taking steps which are affecting the age old harmony between the two communities and regions of the state. The CPI(M) also calls for urgent steps by the Central Government to ensure that the national highway is not blocked by agitators. The Left Parties - Communist Party of India (Marxist), Communist Party of India, All India Forward Bloc and Revolutionary Socialist Party - have issued the following statement:

Call Parliament Session Immediately

The Manmohan Singh government is afraid of facing Parliament. Earlier, on July 8, the government had announced that the monsoon session of Parliament will be held from August 11 to September 5, apart from the two-day special session for the trust vote.

The Parliament session has not only been not convened on August 11 but efforts are on to do away with the monsoon session altogether. The reason is clear. After having manipulated a majority by foul means, the government is not confident of facing Parliament where its majority will be in question.

Further, the Prime Minister and the Congress leadership want to avoid Parliament till the Nuclear Suppliers Group process is over. Failure to maintain its majority in Parliament before that would jeopardize the nuclear deal with the United States. All this shows contempt for Parliament and wilful disregard for democratic norms.

The Left parties demand the immediate convening of the session of Parliament. Various major issues await the attention of Parliament.

The Polit Bureau of the Communist Party of India (Marxist) expresses deep grief at the terrible tragedy at Naina Devi in Himachal Pradesh that led to the loss of around 150 lives and injuries to many others.

Given the experience in handling such pilgrimages elsewhere and the tragedies that have taken place earlier, it is imperative that concerned state governments make adequate arrangements to handle such huge gatherings. If required the central government should also provide assistance for the same.

The Polit Bureau conveys its heartfelt condolences to the bereaved families.

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

On the IAEA Safeguards Agreement

The Safeguards Agreement with India endorsed by the IAEA Board of Governors on August 1, 2008 has made it clear that 14 Indian civilian nuclear facilities will come under perpetual IAEA Safeguards from 2009. That the interpretation of the Indian Government regarding the "corrective measures" mentioned in the Preamble of the Safeguards Agreement providing for a check against disruption of fuel supplies, does not hold, has been made clear by the IAEA. In his introductory statement to the Board of Governors, IAEA Director General Dr. Mohamed El Baradei said: "As with other safeguards agreements between the Agency and Member States, the (Indian) agreement is of indefinite duration. There are no conditions for the discontinuation of safeguards other than those provided by the safeguards agreement itself. The termination provisions contained in the agreement are the same as for other 66-type agreements". Therefore, the Safeguards Agreement can only be terminated under the standard termination conditions contained in Articles 29 and 32 of the Agreement, implying that nuclear facilities can be withdrawn from safeguards only after these facilities are no longer usable for any nuclear activity.

This belies the Prime Minister's assurance in Parliament that India's civilian nuclear facilities would be put under perpetual IAEA safeguards only under the strictly reciprocal condition of uninterrupted fuel supply guarantees. Neither does the 123 agreement with the US provide any such fuel supply guarantee nor can the IAEA ensure uninterrupted fuel supply since it is only a monitoring agency. Thus, the provisions of the Hyde Act and not the assurances made by the Indian Prime Minister in Parliament are shaping the course of the Indo-US nuclear deal through the various stages.

The body will be kept for public viewing at CPI(M) headquarters from 10.00 a.m. to 2.30 p.m.

Homage to Harkishan Singh Surjeet

The Polit Bureau of the Communist Party of India (Marxist) records with profound grief the passing away of Comrade Harkishan Singh Surjeet, veteran leader of the CPI(M), an outstanding figure of the Communist movement of the country and prominent national politician. He died after a prolonged illness on August 1, 2008. He was 93 years old.

The seven and a half decades-long political life of Harkishan Singh Surjeet began with his staunch fight against British colonial rule. He played a pioneering role in developing the peasant movement and the Communist Party in Punjab before emerging as a national leader of the Communist Party of India and the All India Kisan Sabha. It culminated with his leading role in the CPI(M) for an eventful four decades.

Surjeet began his revolutionary career influenced by the martyrdom of Bhagat Singh. He hoisted the tricolour in March 1932 at the district court in Hoshiarpur at the age of 16. He was arrested and sent to a reformatory school for juvenile offenders. He came in touch with the early Communist pioneers in Punjab after his release. He joined the Communist Party in 1934 and became a member of the Congress Socialist Party in 1935. He was elected as the secretary of the Punjab State Kisan Sabha in 1938. The same year, he was externed from Punjab and went to Saharanpur in Uttar Pradesh where he started a monthly paper, `Chingari'. He went underground after the outbreak of the second world war and was arrested in 1940. He was imprisoned in the notorious Lahore Red Fort where he was kept for three months in solitary confinement in terrible conditions. Later he was shifted to Deoli detention camp where he remained till 1944. During the partition, he tirelessly worked for communal harmony in violence-torn Punjab.

In common with the pioneering Communist leaders, Surjeet displayed amply the capacity to sacrifice and undergo difficulties. He spent ten years in jail, of which eight were in the pre-independence period; he also spent eight years underground.

Surjeet was elected to the Central Committee and Polit Bureau of the Communist Party of India at the Third Congress of the Party in January 1954. He continued in the leadership of the CPI till the split in 1964. Surjeet was one of the leaders who fought against revisionism and constituted the core of the leadership who went on to form the CPI(M). His deep experience in developing the peasant movement and building the Party led him to shun Left sectarian positions whenever such deviations arose in the Communist movement.

He had a life-long association with the peasant movement. He led the anti-betterment levy struggle of the farmers in Punjab in 1959. He served as the President and General Secretary of the All India Kisan Sabha for a long period.

Surjeet was elected to the Central Committee and Polit Bureau of the CPI(M) at the Seventh Congress in 1964 and he continued in these positions till the recently-held Nineteenth Congress of the Party. In these four decades, Harkishan Singh Surjeet made a key contribution to the Party's programmatic and tactical policies. He was a master tactician who could translate the Party's political line into practice, implementing it with great skill and innovation.

His was a life-long fight against communalism. He was one of the first leaders who recognized the threat posed by the rise of the communal forces to the secular principle of the Indian State. He played a crucial role in 1989, 1996 and 2004 in creating the political formations and the setting up of governments which excluded the communal forces.

Surjeet played a remarkable role in the defence of national unity and in formulating policies to counter the threat from the divisive forces. His firm stance and leadership in fighting against Khalistani terrorism in Punjab and the sacrifice made by over 200 Communists in fighting extremism constitutes a glorious chapter. From the late fifties, Surjeet was involved in tackling the problems of Jammu & Kashmir. He played a role in the evolution of the Assam Accord in the eighties. Imbued with deep anti-imperialism and the values of the nationalist movement, Surjeet looked at all issues of national unity from a democratic and secular standpoint.

In the CPI(M), Surjeet headed the international department for three decades. He developed relations with all the communist and progressive parties around the world. Under his leadership, the CPI(M) expressed firm solidarity

with anti-imperialist struggles and national liberation movements. He made a notable contribution to the solidarity activities during the Vietnam liberation struggle, the Palestinian movement and the Cuba solidarity campaign.

Surjeet played an important role in making the CPI(M) the largest contingent of the Left movement in the country. Surjeet absorbed Marxism-Leninism by sheer dent of self-study and learning from experience. He always stressed the fundamental importance of critically examining the Party's ideological and political positions on the basis of Marxism. After the collapse of the Soviet Union in the nineteen nineties, he guided the Party in arriving at correct positions learning from the experience of the past.

He authored the books Land Reforms in India, Happenings in Punjab and the Outline History of the Communist Party. He wrote innumerable pamphlets on current political issues.

As General Secretary of the CPI(M), he became the most authoritative spokesman for the Left and democratic forces in the country. He worked tirelessly for the defence of democratic and secular values and to see that India maintained its non-aligned and independent foreign policy. His views were sought and his advice heard with respect in political circles.

In his death, the Party has lost an outstanding leader and the country an authoritative representative of the Left and secular tradition.

The entire Party will cherish and uphold the ideology and principles for which Harkishan Singh Surjeet dedicated his life. The Polit Bureau pays respectful homage to this outstanding Communist and beloved leader. It conveys its heartfelt condolences to his wife Pritam Kaur, sons, daughter, grandchildren and other family members.
